AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to AI Operation
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
